if you have a scroll box but the text does not take more then one windows worth if you click on the scroll bar you will get a blank box.

It 'technically' scrolls way off the window, but if you click again it comes back.

This was somewhat discussed in private beta.  Not sure what the conclusion was (or what thread that was in).
