would it be possible to make a weapon that sprays shrapnel on detonation?

this would be used for a mortar that lands, sits there, and when the player detonates it, it sprays small bullets in a quick instant, creating a shrapnel effect.

or it could be used for a cannon or mortar, that flies through the air, and can be detonated in the air, and bursts shrapnel everywhere.

could this/these be possible?

splinter detonates on its own, i'm thinking of something like a grenade, except it can be detonated by the player when he/she wants.
