Haven't shown my face here for quite some time, sorry. Will not be here much either but I do keep bz2md.com up and running.

DuneCommand is very close to ready.
I have a few loose ends to tie up, mainly the "progress code" that connects one online mission with the next one.
I expect to have things ready in a few weeks.
(yes, I have been busy with my real life recently and my BZ committment will stay reduced. but I will finish what I started. this also means getting bz2md back up to snuff as well as fish.xsi in its new form on the wiki)

I think you are onto something good here!
Once you get closer to what you think is right, it's time to increase the group. Don't start out with a big group since everybody will want to give input and will be annoyed when you don't listen.

just use
addHealth = 5000
to the ODF and you get an indestructable building.

re: taps for vehicles
There is already something similar to taps for vehicles that next to no modder is using:
visualHard1 = "HP_GUN"
there is a lot of potential in visual hardpoints. If I had more help in DuneC, all vehicles would have weapon mount stations and the weapons would be seperate models so an upgrade of weapons would actually change the look of the vehicle. (same as with infantry).

there are not many new maps for 1.3 because 1.3 is not final but a public beta.
Thus all maps and mods for 1.3 are not final and just a preview of what will be...

so, you seem to come to the same conclusion: it takes quite a commitment to produce FE for 1.3
As far as I know, TS has a working Cerberi and Hadean race(mesh and animation wise). Why don't you guys try helping him with his BZRAP?
That would be a wise way to combine your efforts to bring Hadeans and Cerberi to 1.3 strat. Besides, you even get the great Uler in there. What a mix!

I doubt there will be any single player mission for 1.3
most of them are broken.
ai behaves differently.
Idle dispatcher.
timing of attacks.
some tricks dont work anymore
new tricks are available.

Most of the problems also apply for online play.
the only thing that might be done easily (read: without spending a year to do a decent job) is a 1.3 patch for FE strat.

Whether this makes sense when we are right now still trying to balance the 2 stock races, I doubt it.

I wasn't aware FE is in development.
Could you give an update of who is doing what?
and what has been accomplished so far?

This is all mod teritory and most of it is possible in 1.3
There are certainly ways to make hunt work the way you described it.
There are also ways to extend the command menu to give new commands, like ScavKill or whatever (mainly a dll-cfg combo)
However, the problem lies, as always in our community, in the execution.

Actually, I found ME to be great IF you are only surfing the net and reading email.
BUT as soon as you start using your computer for what it was made and not a simple MSN home entertainment system, you will want to use a real OS ;)

Opp is a hc vet and therefore doesn't trust modders.
Truth is, there were changes to the physics.
Whether or not vets like it, I don't know. Too bad most of the vets had to drop out of the closed beta.

Actually, I worry about the physics alot. Personally, I like them, but I am also aware that I don't have the same abilities as other players in the community.
