Scavs need to be changed somehow, though you can probablly use hoverscavs.

One last WHOvian thing...

I always loved watching the Doctor experience things through the eyes of his companions...  you could see him watching them, seeing what they'd do, enjoying their decisions and actions and while they often seemed to be in extreme danger it strikes me that a 'renegade' with a time machine might be more than capable of making sure things come out alright in the end.
