To Red Devil:

Im using FE PB3 and i tried some maps.
I've changed the recyclers but theres no diffrent.

What means AIP?? Sorry for that bad question

AIP == Artificial Intelligence Planner

There are files inside the data.pak and patch13.pak files that have the .aip extension.  You can see all the files in the .pak files by using Pak Explorer: http://bzscrap.com/downloads/Utilities/

Inside those files are various Plan sections like below.  They control how the enemy AI race behaves.

Detiles:
If i start a map the cpu will build up the recycler and produces a lot of scavanger. But it doesnt produce a bilder. Why?? I do know. Did everyone have the same problem?

Are you using the FE AIP's?  To check, when setting up the game, go to Extra Options, then click on button 3 at the bottom.

The first AIP's  just sends out Scavengers to collect/cover some pools, then it switches to either AIP 1 or 3 after awhile, which starts building buildings and units.

To track what the AI is doing, you can open up the console again and type in game.debugaip, then close the console.

You can also add /aiplogging to the shortcut's command line, which will crate an AIP log in the logs folder.

How about just trying the 1.3pb3 w/o FE? Make sure that works first, then try the more complicated situation.

Looks like there's some problems with FE still.  Do what GSH says and just use stock 1.3.

ok. if tried the game.debugaip. I can see the aip is bilding. But sometimes it will not bild a constructor.

Sorry but i dont understand "1.3pb3 w/o" and "stock 1.3."

from the shortcut and then try it.
