I'm kind of confused, is 1.3 pb4a and updated version of 1.3 pb4? Or was the letter "A" just added on the end for some reason? :? :?

PB4a is a different version of 1.3 than PB4. The "A" just means that it fixes bugs found in PB4 without changing a whole lot of other things around.
