You can ip ban someone with peer gaurdian, so it isn't very hard :-P

Banning someone at my router/firewall level isn't hard, I have a specific table in my iptables for bad IPs.

Not if you always use the same different name :P

Cloaking deals more with an established player misrepresenting their own skill to unbalance teams.  I have a suspicion that some established vets may actually be a forgotten inside joke established for this purpose, or possibly to still be able to play when intoxicated without affecting their reputation.
