1.3TechAlpha5 Installer Problems

I made one of these earlier today, I wonder if it got deleted, any way

My friend and I have been getting problems installing the latest patch to his computer, When he attempts to run the installer, An error pops up

C:/Documents and settings/"usernamehere"/Desktop/BZ2_v13TechAlpha5_english.exe is not a valid win32 application

We have tried to redownload, save, and run the exe file, Any help?

He is runnning:
Microsoft Windows XP
Home Edition
2002
Service Pack 2

Corrupted download. Use a download manager.

Also, if he's getting corrupted downloads, he may have a flaky connection, so tell him to go to http://www.dslreports.com/tools and run some tests.
