Excuse me? The "Community Project" is obligated to include ideas from everyone in the Community.

If you refuse to hear him out, this mod will not even be a Community Project and will instead be classified as YOUR mod!!

The line has to be drawn somewhere.  May I remind you that he did post three separate threads about wanting help on his mod, which uses the story he posted here.

May I also remind you that we had a period of time for story submissions.  It was a couple of months ago.  It was posted all over the BZ2 community sites.  We even took a late entry because there was a group in the community that liked it.

Look me in the face (figuratively, of course), BBB, and tell me that his story is worthy to be considered at all.  I did have an argument with General Hoohah back when this all started, about my wanting everyone to be able to submit a story.  Jay-ATL submitted a story.  Months late, but he still submitted it.  I read it.  Others read it.  Only once did someone say that they liked the story.  If more people had liked the story submission and it was not already the basis for his own mod, I would have considered finding a place to add it.

As it stands, however, the answer is no.
